What should one do who deceived a car driver and did not pay him the fare, and has now repented but does not know the driver to return his money to him?

The fare should be delivered to the driver if possible. Otherwise, if he is a Muslim, it should be given as charity on his behalf. If he is met, he should be given the choice between affirming the charity or taking back his money. If he is not a Muslim, it should be spent on the welfare of Muslims, because charity is not valid on behalf of a non-Muslim.
