Is using the phrase "لا يجوز" (it is not permissible) in contexts other than what is Haram considered forbidden?

If the speaker, by using the phrase "la yajuz" (it is not permissible), intends the legal prohibition of something that is already forbidden, then there is no harm in it. However, if he intends to forbid something that is not forbidden, then it is a fabrication against Allah. And if he means by the word something other than legal prohibition and permissibility, then there is no harm in using it, and everyone's speech is interpreted according to their own custom.
