Is it permissible to send a wife to a young Muslim man in England with a forged passport, claiming she is his wife, due to his despair of returning?

The basic principle is that forgery is forbidden because it is a false testimony and a false statement, from which the Prophet, peace and blessings be upon him, warned. An exception to this is made in cases of compelling necessity, such as someone who wishes to attain a legitimate right, but all other avenues have been blocked for them. In such a case, the sin lies with the one who forced them into this act. However, if it is possible to attain the right through legitimate means, then these must be pursued. Forgery should only be resorted to in cases of compelling necessity and should be limited to the extent of that necessity.
