Is all the sins of whoever says, "I seek forgiveness from Allah, the One Whom there is no god except Him, the Living, the Sustainer, and I repent to Him," forgiven?

The scholars have directives regarding the hadith (definition) "Dhikr expiates major sins": some of them are of the view that it expiates major sins except for those related to the rights of human beings, while others are of the view that it expiates only minor sins, even if it is accompanied by a major sin such as fleeing from battle (without expiating the major sin itself). Still, others believe that the promise pertains to whoever performs dhikr sincerely and fulfills the conditions of repentance.
