The answer

It is permissible for a Muslim to perform every month, and this is the most preponderant opinion among scholars, and the of the Hanafis, Shafi'is, and Hanbalis. They cited as evidence the : "Perform Hajj and Umrah consecutively, for they remove poverty and sins as the bellows remove the dross of iron," and the hadith: "Umrah to Umrah is an expiation for what is between them."

Umrah does not resemble Hajj in having a fixed time, so it is permissible to repeat it within the year or month. Imam Ahmad was asked: "Umrah every month?" He replied: "I hope there is no harm in it." It was narrated from Sa'id ibn al-Musayyab, Ata, al-, and Ibn Umar that they saw no harm in performing two Umrahs in one month.
