What are the limits of the deceased woman's awrah when she is being washed by another woman: is it from the navel to the knee, or the entire body?

The 'awrah (intimate parts) of a woman, whether alive or dead, in relation to another woman, is the area between the navel and the knee. This is the view of the majority of scholars. Therefore, if a woman washes another deceased woman, she must cover the area between her navel and her knee. There is no obligation to cover anything else.

The Sunnah (definition) is to wash the deceased while they are in a thin garment that allows water to penetrate and reach their body. This is the view of Ash-Shafi'i, and is based on the Prophet's (peace and blessings be upon him) statement to Ali: "Do not look at the thigh of anyone, whether alive or dead."
