Is the issuance of a fraudulent medical report, which certifies a patient's need for expensive injections, without conducting the necessary analyses, and in exchange for money, considered unlawful (haram)?

It is not permissible to issue a medical report or certificate without an examination, as this constitutes forbidden deception, lying, and forgery. This is based on Allah Almighty's saying: "So avoid the uncleanness of idols and avoid false statement" (Quran 22:30), and the Prophet's (peace be upon him) saying: "Whoever cheats is not from me." And his saying, warning against the gravest of major sins: "Beware! And false testimony."
