What is the authenticity of the hadith: "If your leaders are the best among you, and your rich are generous among you, and your affairs are by consultation among you, then the surface of the earth is better for you than its interior. But if your leaders are the worst among you, and your rich are miserly among you, and your affairs are entrusted to your women, then the interior of the earth is better for you than its surface"?

Al-Tirmidhi narrated a hadith from Abu Hurairah that the Prophet, peace and blessings be upon him, said: "If your leaders are the best among you, and your rich are generous among you, and your affairs are by consultation among you, then the surface of the earth is better for you than its interior. And if your leaders are the worst among you, and your rich are stingy among you, and your affairs are left to your women, then the interior of the earth is better for you than its surface." Al-Tirmidhi described it as a gharib (uncommon) hadith, known only through the narration of Salih al-Murri, who uniquely narrates ghara'ib (uncommon narrations) in his hadith, and he was a righteous man. Sheikh al-Albani classified this hadith as weak in Da'if al-Jami' al-Saghir and Da'if al-Targhib wa al-Tarhib.
