Is declaring a work stoppage to benefit from financial aid allocated to those affected by the pandemic, while work activity has not ceased, considered wrongful appropriation of money?

It is impermissible to lie and forge in order to obtain financial aid provided by the state to those who have become unemployed. Whoever does so is disobedient to Allah and consumes wealth unlawfully. This act is forbidden and impermissible, regardless of whether the government is disbelieving or Muslim.
