What is the ruling on remaining without work, despite being able to work, and relying on state financial aid?

Islam encourages striving and earning a livelihood and condemns laziness and begging from people. This is evidenced by the words of Allah Almighty: "And when the prayer has been concluded, disperse within the land and seek from the bounty of Allah," and the words of the Prophet, peace and blessings be upon him: "For one of you to take his rope and gather firewood on his back is better for him than to come to a man and ask him, whether he gives him or withholds from him," and "The upper hand is better than the lower hand." And the words of Omar, may Allah be pleased with him: "Indeed, the sky does not rain gold or silver." Thus, striving and earning are praiseworthy, and the upper hand is better than the lower hand. As for aid, if the state provides it to those unable to work, then it is not permissible for the lazy person to take it. However, if it is given to everyone who is unemployed, then it is permissible to take it, although doing without it by working is better.
