Is offering a 10% commission on the spare parts price quote permissible (halal) or forbidden (haram) if the supplier is the one who offered it?

If the word "مقايسة" (appraisal/evaluation) means "مناقصة" (tender/bid), and the questioner is an official or a member of the committee that approves it, then accepting the offer is considered a forbidden bribe in Islamic law, whether it was requested by him or offered to him, based on the Prophet's (peace be upon him) saying: "Allah curses the one who gives a bribe and the one who takes it." Tenders must be subject to the known conditions without paid mediation.
