A woman is permitted to go to work without a mahram for a distance that does not necessitate travel, such as within the city, provided the route is safe. However, if it necessitates travel, it is not permissible except with a mahram. If she does not feel safe, even within the city, she is not permitted to work there, and she must seek another job, for "whoever fears Allah, He will suffice him." Dealing with clients with a barrier in between is not prohibited ikhtilat (unlawful mingling).
