What is the ruling on disposing of a vow amount designated for a specific orphan after his death? And can it be spent on another orphan?

If a specific orphan was designated for a vowed expenditure and then died, the vow transfers to his heirs. If the vow was for an orphan in general, and the orphan who was being provided for dies, then the expenditure transfers to another orphan. Allah Almighty commanded the fulfillment of vows, and it is among the characteristics of the righteous servants of Allah.
