Is it permissible to give the vow's sum to the widow and her orphan daughter, or must it be given to the orphans in Palestine?

The aforementioned vow is a vow of obedience, which must be fulfilled, based on the Prophet's (peace be upon him) saying: "Whoever vows to obey Allah, let him obey Him; and whoever vows to disobey Him, let him not disobey Him." If a specific party is designated for the vow, such as orphans in Palestine, it is not permissible to spend it on others. If it is spent on a party other than the one specified, then what was spent must be compensated.
