Is it permissible to pay the vowed amount to Gaza instead of sponsoring orphans?

Whoever makes a vow (nadhr) to perform an act of worship or an act of drawing closer to Allah is obligated to fulfill it, based on the Almighty's saying: "And let them fulfill their vows," and the Prophet's (peace be upon him) saying: "Whoever vows to obey Allah, let him obey Him." If the one making the vow specifies a particular recipient for the vow, it must be spent on that recipient, such as donating the amount to orphans, especially the orphans of Gaza due to their need, while ensuring to find trustworthy organizations that deliver the funds.
