What is the ruling on giving charity to entities or individuals who are feared not to spend it in its proper place, such as building mosques, feeding the hungry, and treating the sick?

A Muslim must avoid ill-will towards people, as Allah Almighty says: "O you who have believed, avoid much [negative] assumption. Indeed, some assumption is sin." And as the Prophet, peace and blessings be upon him, said: "Beware of suspicion, for suspicion is the most mendacious of speech." If you doubt the trustworthiness of a person, then refrain from giving charities to him. Instead, distribute them yourself or build the mosque, or appoint someone you trust, without defaming others or speaking about them without clear proof.
