How can one pay Zakat on money belonging to a minor daughter, which is deposited with the Hasbi Council and cannot be disposed of?
is obligatory on the wealth of a child and an insane person if it reaches the (threshold) and a hawl (one lunar year) passes, due to the generality of Allah's saying: "Take, [O, Muhammad], from their wealth a charity by which you purify them and cause them increase, and invoke [Allah's blessings] upon them. Indeed, your invocations are reassurance for them. And Allah is Hearing and Knowing." The one who expends the zakat is the guardian or trustee with the intention. If the council acts as an agent for your daughter regarding her wealth, then it is incumbent upon them to expend the zakat. If they do not, they are responsible. If the daughter reaches the age of maturity and takes possession of her wealth, then she must expend the zakat for the past years.
