Whoever has borrowed with usury must repent to Allah and repay the principal amount without the interest, unless compelled to pay it. It is forbidden to stipulate a penalty for late payment. If the borrower believes that they will not delay repayment, it is permissible for them to borrow from another party to repay the first usurious debt and avoid paying the interest.
