Is removing eyebrow hair from the top and bottom permissible or forbidden, even if it is by thinning and not by complete plucking?

"Plucking (al-Namṣ) is the removal of some eyebrow hairs, and the Prophet (peace be upon him) cursed the one who does it. It is permissible to remove some eyebrow hair out of necessity for treatment, or if the hair is excessively and severely harmful or disfiguring, clearly distorting one’s appearance."
