The indebted person (Gharim) is one of the categories eligible for Zakat. Zakat is given to them under certain conditions, among them that the debtor does not own land exceeding their needs that they can do without difficulty in order to sell it and pay off their debt. Undervaluing the price does not justify them taking Zakat as long as they can sell it to someone other than a relative for its fair market value. Moreover, paying off the debt takes precedence over giving charity on behalf of his mother.
