Is it permissible to give Zakat to a sister who is in debt but is not poor?

One of the categories for Zakat distribution is "al-Gharimun," meaning debtors. A debtor is given from Zakat under certain conditions. If the debt is for the debtor's private interest and he is wealthy and capable of repaying it from funds exceeding his basic needs, then he is not given from Zakat. If his money is not sufficient to repay the debt, he repays what he can, and then he is given the remainder from Zakat. However, if the debt is for the benefit of another, he is given from Zakat even if he is wealthy.
