Is it permissible to say "Masha'Allah" upon seeing a talent or a good deed performed by a non-Muslim?

A person being afflicted by the evil eye or envy is an assault against them, and it is not permissible for a Muslim to harm their brother; rather, they should pray for blessings for them if they see something that pleases them. A non-belligerent disbeliever is protected in terms of life, self, and property, and it is not permissible to transgress against them. Envy is a blameworthy trait, and the first person it harms is its possessor. Therefore, it is not part of Islamic etiquette for its adherents to be characterized by it, even towards disbelievers. The Prophet, peace and blessings be upon him, disliked indecency from Aisha, even if it was in response to Jews. Thus, a Muslim is prohibited from envy and the evil eye, and they are not required to pray for blessings for a disbeliever or supplicate for them.
