Is it permissible to envy a disbeliever, or to afflict him with the evil eye, or to say "Masha'Allah" upon seeing something that impresses you about him?
It is permissible to envy an infidel, a dissolute person, and a profligate person who uses Allah's blessings for their injustice and debauchery. It is not permissible to envy a protected infidel (Mu'ahid) or a dhimmi.
