Is it permissible to describe a person or a group of people as "Masha'Allah, light upon light"?

It is prescribed for one who sees something that pleases him to invoke blessings, based on the Prophet's (peace be upon him) saying: "If one of you sees something admirable in his brother, let him supplicate for blessings upon him." As for saying "Mashallah, La Quwwata Illa Billah (What Allah wills, there is no power except with Allah)" upon admiration, a weak hadith (definition) has been reported concerning it. However, some of the Salaf (early Muslims) deemed it commendable, relying on the verse: "And why did you not, when you entered your garden, say, 'What Allah willed [has occurred]; there is no power except in Allah'?"

Regarding the comment "Light upon light," it is a quotation from the Holy Quran. It is permissible to quote from the Quran if it is used in a permissible manner and is appropriate to its meaning, such as when referring to a convergence of lights or manifestations of beauty and goodness. However, it is not permissible to use it in flirtation or praise of something forbidden.
