The legal residency (al- ash-shar'iyyah) is a condition for the Friday preacher and those for whom the prayer is obligatory. This residency is defined as the intention to stay for four days or more, or having a wife in the place. As for official residency (state permission), it is not a condition for the obligation of the Friday prayer. Therefore, there is no impediment for the Friday preacher not to possess it, as long as he maintains legal residency.
