What is the ruling on performing Friday Prayer in a designated area inside a hospital in a Western country for a group of 7 to 14 people, given that there are two or more mosques in the city accessible by car within 9 to 16 minutes, and it is difficult to leave work and go to the mosque? And is someone who has resided there for five years considered a permanent resident, and is their prayer valid in this manner?

The majority of scholars hold that temporary residence does not make a resident a permanent settler upon whom Friday prayer is obligatory; rather, an intention of permanent settlement is necessary. Some scholars, however, are of the view that it is permissible to perform the Friday prayer in a situation like that of the questioner and his companions if they see a benefit in establishing it. Sheikh al-Islam Ibn Taymiyyah was of the opinion that there is no difference between a permanent resident and a non-permanent resident; both are obligated to perform the Friday prayer, and it is valid with either, and that people are only of two categories: resident and traveler.
