Is it permissible to definitively declare that someone will enter Hellfire, and to excommunicate one's mother if she is not Muslim?

The declaration of a specific individual's destiny in Paradise or Hell is a matter of creed taken through reception from the Qur’an and Sunnah. This declaration is divided into two types:

1. General Declaration: This relates to a description, not a specific person. For example, our saying that whoever associates partners with Allah in a major shirk (polytheism) is in Hell, or that whoever fasts Ramadan out of faith and hope for reward will have their sins forgiven, or that an accepted Hajj has no reward but Paradise.

2. Specific (Individual) Declaration: This is for a person by their very self and name. This is permissible only concerning those about whom Allah Almighty or His Messenger has informed us that they are in Paradise or Hell, such as the Ten Promised Paradise, and Abu Lahab and his wife.
