Mere agreement and setting the dowry do not constitute a marriage contract. The marriage contract has a specific form of offer and acceptance. The fiancé remains a stranger to his fiancée until the contract is concluded, so it is not permissible for him to touch her, kiss her, or be alone with her. The family should not delay the contract unless there is a strong overriding benefit. The girl should convince her family to proceed with the contract, and if they are not convinced, she should fear Allah and interact with her fiancé within the bounds of Islamic law.
