Is what occurred between a young man and a young woman (he was teaching her religious matters with the intention of marrying her), involving physical contact, kissing, and the emission of semen, considered Zina (fornication/adultery)? And is it permissible for him to marry her after repentance and remorse, knowing that their intentions were righteous?

This act is not actual fornication (zina) that necessitates the prescribed punishment (hadd), but rather metaphorical fornication because it is a means to fornication. Women should take on the role of inviting other women to tempt men through women, for the Prophet, peace and blessings be upon him, said: "I have not left behind me any trial more harmful to men than women." Marrying a woman from the People of the Book is permissible on condition of her chastity, and her kissing might indicate her lack of chastity. It is preferable for a Muslim to marry a righteous Muslim woman, as religious compatibility is more conducive to the continuation and goodness of the marital relationship, along with the existing caveats regarding marriage to a woman from the People of the Book.
