Is it permissible for a woman to persuade her husband to marry another woman, with the intention of earning reward and helping a Muslim woman maintain her chastity, and would she be rewarded for that, taking into consideration that the primary goal in loving one's husband is obedience to Allah?

There is no blame on the wife for helping her husband marry a second wife, especially if he is in need of it to protect his chastity and that of a Muslim woman. This is a good deed for which she will be rewarded, provided the regulations of polygyny are observed.
