Is verbal denunciation and inner disapproval sufficient when there is no response to the forbidding of evil?

If one is unable to change an evil with their hand or tongue, then they are absolved by denouncing it in their heart, because Allah does not burden a soul beyond its capacity. Denouncing with the heart is an obligation upon every Muslim and is never waived. As for denouncing with the hand and tongue, it is according to one's ability. And whoever dislikes a sin in their heart, if they are unable to denounce it with their tongue and hand, it is as if they did not witness it. And whoever is absent from it but is pleased with it, it is as if they witnessed it.
