Do the problems faced by a committed young man, such as not finding permanent employment, indicate that he is not among the righteous, based on his understanding of Allah's saying: "And whoever fears Allah – He will make for him a way out And will provide for him from where he does not expect"?

God's promise is true, and poverty can be a tribulation to elevate ranks and expiate sins. The prophets were the most afflicted of people, and the Messenger of Allah, peace be upon him, lived on dates and water despite his piety. God may withhold wealth for a wisdom He knows, such as poverty being more conducive to one's faith, as conveyed in a weak narration concerning its meaning. What is required is to exert effort and rely upon Allah.
