What is the ruling on combining the Maghrib and Isha prayers due to rain or cold weather that leads to the closure of mosques and the absence of the Adhan for the Isha prayer?

Combining the Maghrib and Isha prayers is permissible according to the majority of scholars due to rain that wets one's clothes, and the narrations from the Companions and their successors indicate its permissibility. It is permissible to combine prayers due to rain that wets one's clothes, snow, hail, ice, mud, and severe cold wind. If a reason for combining is present, there is no harm in combining the two evening prayers by performing them early. The two prayers are performed with one adhan (definition) and two iqamahs. However, if no reason is present, combining is not permissible.
