Is it permissible to remove the niqab upon entering the institute and then put it back on when leaving it, due to the director of the institute's refusal to allow veiled women to enter?

A mature woman must cover her face if she knows that men will look at her, especially when there is fear of fitna (temptation/strife). Guardians must negotiate with the institute's administration to allow the wearing of the niqab. If a woman needs to study and the administration prevents her entry, then it is permissible to adopt the view that allows uncovering the face and palms when there is no fear of fitna if there is an irreplaceable need. Ibn Qudamah said: "The entire woman is awrah (private parts that must be covered) except her face and palms."
