If the state undertakes the expenses of a student's study abroad and allocates a sum for him, there is no objection to purchasing books, papers, transportation costs, rent for accommodation, and all necessary study supplies, as well as spending on and purchasing necessary personal items from this sum, unless the state specifies the type of study supplies it covers and stipulates them. In that case, it is not permissible to charge it for anything else.
