Is it permissible for a lawyer to pay money to the medical committee to pass a transaction for disbursing a pension to patients who deserve it but the committee refuses it?

If the medical committee is obstinate and prevents some deserving patients from receiving their pensions, they are allowed to refer the matter to the officials or the judiciary. However, if all avenues are blocked, it is permissible for them to pay money to the committee to avert injustice and attain their right, based on the saying of Ibn Mas'ud and a group of the Tabi'in. Other than this situation, it is not permissible to pay money to the committee because it is considered embezzlement (ghulul) and a prohibited bribe, based on the saying of the Prophet, peace and blessings be upon him: "Gifts to officials are embezzlement," and "The Messenger of Allah, peace and blessings be upon him, cursed the briber and the bribed."
