The fundamental principle concerning things is permissibility, unless there is evidence to prohibit them. This includes looking at and contemplating roads and buildings. Ibn al-Qayyim categorized looking into: obligatory, forbidden, recommended, disliked, and permissible. Permissible looking is that which causes neither harm nor benefit. If one's eyes inadvertently fall upon a woman while looking at roads and buildings, one must lower the gaze from her. The first unintentional glance is excused, but one must immediately avert the gaze. If the gaze persists, it becomes sinful.
