What is the ruling on selling seeds that sprouted for the majority but did not sprout for a minority, and must the seller compensate those whose seeds did not sprout?

As long as the seeds sprouted for most of those who planted them, this is evidence of their viability for growth. The problem may lie with the soil, not the seeds. Therefore, the merchant is not obligated to guarantee this, as the growth of some is an indication for the rest.
