It is not permissible to resort to stratagems to increase the number of sheep by registering the sheep of neighbors or others, or to conceal a decrease in livestock. This is not permissible, as it is a wrongful dabbling in public funds, for the Prophet, peace and blessings be upon him, said: "Indeed, there are men who dabble in the wealth of Allah wrongfully, and for them is the Fire on the Day of Resurrection."

It is known that taking public funds is more forbidden than taking private funds. However, for one who takes his right without stratagem and has a surplus after his need, or after the death of some of his sheep, and wishes to benefit from it by selling it, there is no blame upon him in that.
