Is it permissible for the husband to force his wife to wear the khimar if she refuses, citing embarrassment or lack of habit, given that her father rejects this and threatens to disown her?

Allah has granted men authority over their wives, which involves looking after their worldly and religious interests. This includes obliging them to fulfill their duties towards Allah, safeguarding His commandments, and restraining them from corruption, as well as providing for their sustenance, clothing, and housing. A man must oblige his wife to observe the legal hijab when going out or when non-mahram men are present. If he orders her to cover her face in front of them, she must obey him, for his right in this regard is greater than her father's right, and obedience to the husband is obligatory in what is good.
