Is it permissible to give charity to the disfigured and beggars in the Grand Mosque of Makkah, and is it permissible to give charity in the Two Holy Mosques in particular, and in mosques in general?

The essence of the matter is that begging is forbidden inside and outside the mosque, except in cases of necessity. It is permissible to beg in the mosque out of necessity, provided the beggar does not harm anyone, lie, or raise their voice. As for charity in the mosque, it is permissible, and the Prophet, peace and blessings be upon him, encouraged it. He also desired charity in the mosque, as stated in the hadith of Jarir, and promised reward for whoever establishes a good practice—their reward and the reward of those who act upon it until the Day of Judgment.
