What is the ruling on drifting in the streets, songs emanating from mobile phones, and throwing bottles from cars into the street?

The road is a shared public utility, so it is not permissible to narrow it for people or harm them by throwing glass, thorns, or any harmful object onto it. Harming Muslims is forbidden by Islamic law. Islamic law encourages cleaning streets of harmful objects and considers removing harm from the road a branch of faith.
