What is the ruling on throwing trash and vermin in the street, and does the ruling differ if it is a small amount?

Discarding dirt in the street falls into two categories: First, discarding it in a way that harms and inconveniences people. This is impermissible, based on the Prophet's (peace be upon him) saying: "There should be neither harming nor reciprocating harm," and his prohibition against relieving oneself in people's pathways or in their shade, and because removing harm from the road is a branch of faith. Second, if the dirt is minimal and does not harm or inconvenience people, then discarding it in the streets is not forbidden, but it is contrary to what is better. Moreover, this small amount may accumulate to become a large, harmful quantity.
