Is the hadd punishment for consuming alcohol to be carried out on a new convert to Islam if his case is brought before the ruler? And what is the evidence for that?

If a man is new to Islam and claims ignorance of the prohibition of alcohol and the prescribed punishment for it, he is not subject to the hadd punishment. This is due to the possibility of his ignorance of the ruling, and he is excused for that, as Ibn Qudamah narrated from Umar and Uthman, may Allah be pleased with them both.
