Is working as a physician in the insurance department of a private hospital, which is limited to sending medical reports to the insurance company for approval of examinations or procedures for patients, impermissible or permissible?

Commercial insurance, in all its forms, is forbidden. However, it is permissible to deal with it in two cases: first, when one is compelled to do so, and second, when there is an urgent need for health insurance due to inability to afford treatment without it. This is because it was forbidden due to gharar (excessive uncertainty) and gambling, not due to riba (usury). What is forbidden due to gharar becomes permissible out of necessity. It is also permissible to work as a doctor in the insurance department of a hospital, because some patients are in need of or compelled to use insurance.
