The answer

Congregational prayer is a شعار (distinguishing mark or emblem) of the Ummah, and its establishment is obligatory. It is permissible to pray behind a fasiq (open sinner) or a dhaalim (oppressor) imam, unless abandoning prayer behind him would lead to fitnah (strife), corruption, or division. In such a case, praying behind him becomes even more emphasized.
