Is it obligatory to perform 'Umrah from the Miqat for the people of Jeddah, "As-Sail Al-Kabeer," or is it permissible to perform Ihram for 'Umrah from Jeddah for those coming from Riyadh?

Whoever passes a miqat with the intention of performing Hajj or Umrah must enter into ihram from it. If someone traveled to Jeddah without the intention of performing Umrah, and then the intention for Umrah arose while they were in Jeddah, they may enter into ihram from Jeddah. However, if someone traveled from their country with the intention of performing Umrah, they must enter into ihram from the miqat they pass by, and it is not permissible to enter into ihram from Jeddah, because Jeddah is before the miqat. If, in this case, they enter into ihram from Jeddah, they owe a compensatory sacrifice (a dam) which they must slaughter in Mecca, and their Umrah is valid. If they did not enter into ihram from Jeddah, they must return to the miqat and enter into ihram from there, and there is no penalty upon them.
