Is it permissible for someone who intended to perform Umrah while in Yemen and traveled by land to Jeddah without passing through a Miqat, to make the intention for Umrah from Jeddah, or is he required to go to the Miqat of Yalamlam?

Whoever travels from Yemen intending 'Umrah, his Miqat is Yalamlam or parallel to it. If he passes the Miqat without entering into the state of Ihram, while intending 'Umrah, he must return to it to assume Ihram from there. If he assumes Ihram from Jeddah, he is obligated to offer a sacrifice (Dam) for neglecting the obligation of assuming Ihram from the Miqat. This sacrifice is the slaughter of a sheep in the Haram, to be distributed among its poor. If he is unable to do so, he must fast for ten days.
