Is it permissible to enter into ihram from Jeddah for someone who intended to perform ʿumrah after passing the miqāt due to a change in plans, and is any expiation required?

If one intends to go to Jeddah for both work and Umrah, then it is obligatory to enter into the state of ihram from the miqat. If one is unable to do so and enters ihram from Jeddah, then he must slaughter a sheep in Makkah. However, if one intends to go to Jeddah for work only, and then later intends to perform Umrah, then he enters ihram from his location in Jeddah. It is obligatory for anyone who intends Umrah and passes by the miqat to enter ihram from there; otherwise, a dam (blood sacrifice) is required of him. If one travels to Jeddah with the intention of performing Umrah, it is obligatory to enter ihram from the miqat; otherwise, a fidyah (expiatory sacrifice) is required. A person arriving by plane for Umrah, passing through Jeddah for a visit, must enter ihram from the aerial miqat. In summary: If the father intended Umrah upon his departure to Jeddah, then it is obligatory to enter ihram from the miqat; otherwise, he must slaughter a sheep in Makkah and distribute it among the poor.
