Did Ibn Hazm al-Andalusi state in "Al-Muhalla bil Athar" the obligation of wiping over the feet in wudu and the impermissibility of adding to it by washing, and if his statement is valid, how do we reconcile it with the قول (saying/view) of the Sunni scholars regarding the obligation of washing?

The أهل السنة (People of the Sunnah) refer disputed matters back to the Qur'an and the Sunnah, and they do not believe anyone is infallible except for the Messenger of Allah, peace and blessings be upon him. Everyone's saying can be taken or left, except for his. Scholars have unanimously agreed that whoever has a Sunnah clearly established for him from the Messenger of Allah, peace and blessings be upon him, is not permitted to abandon it for the saying of anyone among the people. The obligation is to follow the truth once it becomes clear, and the sayings of scholars are to be presented to the Qur'an and the Sunnah.

Ibn Hazm did not state that wiping the feet in ablution is obligatory and that washing them is impermissible. Rather, he believed that the Qur'an initially revealed wiping, then it was abrogated by washing, and the matter settled on that. He based this on the hadith of Abdullah ibn Amr ibn al-Aas, may Allah be pleased with them both, that the Prophet, peace and blessings be upon him, said: "Woe to the heels from the Fire," and he commanded him to perform ablution thoroughly. This is what Ibn Hazm maintained in "Al-Muhalla" and "Al-Ihkaam."

This view has also been attributed to Ibn Jarir al-Tabari, may Allah have mercy on him, but Ibn Kathir, may Allah have mercy on him, clarified that Ibn Jarir did not obligate wiping. Rather, he intended rubbing the feet, as distinct from the other limbs of ablution, because they touch the ground, and he expressed rubbing as wiping.

Therefore, attributing the sole opinion of wiping to Ibn Hazm, and claiming that he forbade washing the feet in ablution, is a fabrication against him.
